500 _aThe Fourth Workshop on Fluids and PDE was held at the National Institute of Pure and Applied Mathematics (IMPA) in Rio de Janeiro, Brazil, from Monday 26 May to Friday 30 May 2014. This workshop is held every two to three years in Brazil. The fourth edition of the workshop was the closing event of a Thematic Program on Incompressible Fluids Dynamics, to be held at IMPA next Spring. Hence, the focus of the workshop will be incompressible fluid mechanics .
505 2 _aWe study certain aspects of dissipative partial differential equations governing fluid motion in the presence of an obstacle, in which the dissipative term is given by the Laplacian, or a fractional power of the Laplacian. Our main tools are a generalized version of the Fourier transform due to Ikebe and Ramm, and the localized version of the fractional Laplacian due to Caffarelli and Silvestre, as improved by Stinga and Torrea. We give applications to the problem of existence of weak solutions of the two dimensional dissipative quasi-geostrophic equation and the decay of these solutions in the L2 -norm .
